I found it. It is down the road from the Ground and on top of that tattoo parlor. Just google The Ground Okinawa and it will come up.

I'm trying to picture where this building is, because all of the cops and the ambulances were parked around a tattoo parlor, behind it, actually. Right down the road from The Ground.
