I know for health certificates for out processing Noah's out gate three of Kadena can do them but not sure what else... 

If you have an out processing appointment, you can still go in. Check both buildings. They're taking care of people.

Anyone know if you get an off base vet to do the health cert if you have to do anything with it before leaving? I know in the states when we went off base to get them for the dogs they had to be signed off on by the USDA.

I got my dogs at Animal 22 it was $35. I flew out commercially though. Didn't need a crap ton of paperwork in a bag attached to the kennel and all that jazz. I'd double check with the on base vet if you're flying AMC.
