Because they can't rip your face off? 

I mean Z is technically considered to be an aggressive breed if she is not kept busy. She is the laziest dog I know. Most of the day she naps and the rest she licks your face.

She is even happy to see people.

I hate that they categorize dogs. It is really annoying.

I received a email from my FRO, about that but in that email, said some about the temperament test, that they would make the dog take one and
because we dont have the proper way to take the test here, they would make you go back to the STATES and do it.. who knows.. Now I also wonder about the pet sitters, foster parents.. are those also limited by the number of pets rule ? 

It said no commercial kennels. i think they'll probably try to categorize pet sitters who have more than the base limit as a "commercial" kennel, if they're making money. 

(1) Unprovoked barking, growling or snarling at people approaching the animal

(2) Aggressively running along a fence line when people are present

By their descripition anything that breaths is aggressive, but I guess you only in trouble if you happen to live in base housing and the next door people is always on everyone's business 

Bottom of memorandum states those that are already in housing are safe unless show aggressive behaviour. But I can understand that.
